Office Live Basic is really the way to go, especially with the new changes that they've made recently. It rocks!
My website is designed in Office Live, but using advanced HTML and XSLT coding, I've cut out most of the 'boilerplate' buttons and pictures. One of my favorite features is the music, set on the homepage, followed by an iframe where the rest of the pages are set. I've also got a second website, http://rumstuff.com, which kept all of the boilerplate headers, footers, etc.
